On open-source or decentralized platforms, Content Policy development usually looks different. At the Wikimedia Foundation, we set high-level policies and rely on a community of volunteer editors and moderators to localize and enforce policies to keep Wikipedia and its related platforms safe. Our policy development process is community-centered, collaborative and involves the creation of volunteer-led committees, consultation periods across diverse languages, and in some cases, a ratification vote. This session will highlight the process and phases of our community-centered policy development by discussing our Universal Code of Conduct and its accompanying Enforcement Guidelines. It will also highlight its implications on an organization's business model, platforms, products, and services by discussing the pros and cons of this approach as well as lessons learned.
