Alongside increased regulatory responses aimed at reducing the prevalence of terrorist content online, countering terrorist use of the internet necessitates a multistakeholder, holistic approach. While recent regulatory measures (e.g the EU TCO), are a necessary component of the counterterrorism landscape, compliance with these regulations addresses online content more than conduct. This panel advocates for a whole-of-sector approach to countering terrorist and violent extremist (TVE) use of the internet that goes beyond content moderation, drawing upon offline elements of TVE behaviour. This panel will explore:
- Limitations of content-based approaches to reducing TVE activity online
- Addressing high-risk and vulnerable users through online and offline partnerships
- Opportunities for collaboration across tech, law enforcement, and NGOs
This panel will bring a global perspective to countering TVE use of the internet and support the tech sector in developing CTVE responses beyond compliance to achieve resilient, sustainable frameworks for addressing conduct and content through user-centric approaches.
