In 2020, Meta set up the Oversight Board to address the most difficult challenges on its platforms. This presentation explores analysis from a paper by the Board’s Data and Implementation Team on lessons learned from making over 260 recommendations to Meta and evaluating the company’s adherence to them. As regulators and platforms develop best practices for compliance under the Digital Services Act, the lessons learned from the Board’s implementation work reveal techniques for taking policy oversight from theory to practice. Through a series of case studies, the presentation highlights 3 key learnings: (1) Both regulators and platforms benefit from clear expectations and opportunities for clarification; (2) Evaluating the comprehensiveness of a platform’s response to and implementation of recommendations incentivizes information-sharing; and (3) Determining the correct data to measure impact is challenging. Requesting available data can help regulators attain information that is feasible to obtain and addresses their concerns.
